The DPE or Energy Performance Certificate is a document that estimates the energy consumption and greenhouse gas emission rates of your property.
It is mandatory for all properties, except those intended to be occupied for less than 4 months per year.
(Building and Housing Code: Articles L126-31 to L126-35)
The DPE must be included in all rental listings with the property's energy rating on the reference scale (Energy Label).
If a property lacks a DPE, its rental listing cannot be published.
The DPE must be provided to the tenant.
The validity of a DPE is 10 years. However, as its content and calculation method were modified on July 1, 2021, specific provisions have been made to reduce the validity period for assessments conducted before that date:

This assessment must be carried out by a certified professional assessor using a specific method.
(Order of March 31, 2021, regarding the methods and procedures applicable to the DPE and the software used to establish it) The cost of a DPE varies based on property size and ranges from €100 to €300.
Any landlord who fails to fulfill the DPE submission requirement may be pursued by their tenant and be required to pay damages and penalties. Sanctions are also in place if the DPE does not comply with regulations.
In August 2022, measures to limit energy-inefficient properties were strengthened. Now, rent increases and additional charges are prohibited for properties with a DPE rating of F or G. Furthermore, starting from January 1, 2023, properties with a DPE rating of G and an annual energy consumption exceeding 450 kilowatt-hours per square meter will no longer be allowed for rent. Property owners are encouraged to make improvements to their energy rating and continue renting their properties without any issues.
